The IMELS National Heat Pumps Project, initiated through a technical agreement between the Italian Ministry of Environment Land and Sea (IMELS) and the Lebanese Center for Energy Conservation (LCEC) in December 2016, focuses on introducing heat pumps for space heating, cooling, and hot water production in Lebanon’s domestic and tertiary sectors. Split into two components, the project aims to establish a national test laboratory for quality assurance and certification of heat pump products while also implementing a financial mechanism and monitoring scheme for highly efficient appliances. This involves creating national standards, offering financial incentives for installations, and developing an energy performance monitoring program. With the grant component providing financial support and a monitoring system, alongside NEEREA loans for end-users, the project aims to promote sustainable alternatives for hot water production and space conditioning, ultimately enhancing energy efficiency in Lebanese buildings.
Interested parties should ensure their eligibility, apply detailing their proposed heat pump installation, and await approval from the project’s overseeing authority, such as the Lebanese Center for Energy Conservation (LCEC). Upon approval, applicants proceed with the installation of Italian heat pump systems, alongside a monitoring system financed by LCEC and IMELS for data collection. Optionally, applicants can apply for NEEREA loans to finance the remainder of the system’s cost through participating banks. Compliance with project guidelines and standards throughout installation is crucial, followed by cooperation with monitoring activities and reporting on system performance.
