Short Background of the Fund

The Italian Energy Efficient Home Appliances (IEEHA) Program is a collaborative initiative between the Italian Ministry of Environment and Energy Security (IMEES) and the Lebanese Center for Energy Conservation (LCEC), established to support the Lebanese Government’s environmental commitments by promoting the use of Italian highly energy-efficient home appliances. Launched in August 2018, the program offers rebates to consumers who purchase eligible high energy-rated Italian appliances, aiming to bridge the financial gap between these and standard appliances, increase energy savings, reduce carbon emissions, and introduce Italian eco-friendly technology to Lebanon. It also focuses on capacity building and raising awareness about energy efficiency and its climate change impact among end-users and retailers, while facilitating the transfer of Italian expertise to local stakeholders. The program includes a market assessment, consumer and retailer surveys, salesperson training, and a forthcoming marketing and communication campaign, with the LCEC providing oversight and coordination. The extension of the technical cooperation agreement on sustainable development between IMEES and LCEC was signed in December 2023 during the COP28.

1. A consumer buys an eligible Italian appliance with a high energy rating.
2. At the point of purchase, the consumer claims a brochure in the showroom.
3. The consumer fills out a form and uploads the purchase receipts to the Program’s website or through a dedicated application.
4. Once the Lebanese Center for Energy Conservation (LCEC) grants approval, the consumer can claim the cash payment from the Program’s financial facilitator.
Retailers interested in participating in the program are encouraged to contact the program organizers for more information. The program also includes training for salespersons to enhance their ability to sell energy-efficient appliances and to understand the importance of energy labels and lifecycle costs.
